AN OFFENSIVE DEFENSE: Church and Business Security

A good defender is always on the offense, looking for ways to stop the evil before it can erupt.

Charles Edward Greene, coming out of North Texas State College, in 1969 was to be the NFL’s First Round #4 pick. Unheard of for a small school? It didn’t take long for the school and Greene to be heard of. By his second year in the NFL, Greene was in the Pro Bowl. He received the NFL’s Defensive Player of the Year award twice between 1969 and 1982, his time spent as a Defensive Tackle with the Pittsburgh Steelers. Charles Edward is better known as, “Mean Joe”, “Number 75” part of the STEEL CURTAIN of the Pittsburgh Steelers’ defensive line. Married to Agnes in 1968 until her death in 2015, he honored her in 2018, setting up the Agnes Lucille Craft Greene Memorial Scholarship. Of his defensive role, he said, “The kind of role I play is like an offensive lineman: doing a good job but not being noticed.” [i]But noticed, he was, and he was noted for his leadership, fierce competitiveness, and intimidating style of play for which he earned his nickname.[ii] It was his character, for which he credited his mother which earned him a nomination for the 1979 Walter Payton Man of the Year award. Greene said, “Above all, there is Mother. She taught me how to love, how to have respect for other people.”

The PITTSBURGH-CLEVELAND Rivalry

Okay, I’ll say what has to be said. Having spent more than a few years attached to an Air Force Reserve Unit in Eastern Ohio near the Pennsylvania border and a torrential mix of Browns and Steeler fans, I am a tried and true Brown’s fan. That makes, for me, the Steel Curtain an offensive defense. That is not the nuance you must take from the title, however!

Here we will discuss SECURITY from the viewpoint of a man like Mean Joe. He sees the defense a place to be on the offense. With thirteen seasons to his credit, Greene is widely considered one of the greatest defensive linemen in National Football League (NFL) history.

DEFENDER Security, Ltd., a subsidiary of Security Consulting Investigations, LLC has as part of its new logo, a shield with crossed swords. Defensive weapons and offensive ones. It isn’t enough to be defending if your mindset is, I’m here, let ‘em come at me… they won’t get through. That’s good; but, it’s only half the strategy. A good defender is always on the offense, looking for ways to stop the evil before it can erupt.

The PATRIOT missile system is a defensive system which is strategically deployed in the places it is most expected to be needed. It remains on high alert, continuously probing  the sky, looking for the incoming trouble. And then, when deployed, it goes out to meet the trouble, head-on; literally.[iii]

CHURCH SECURITY, or any professional security really, is programmed to be on the offense for their defense. It isn’t enough for a uniformed police officer or security person to be standing gallantly in the narthex of the church, there to wipe out the evil doer as he presents himself. What he is doing, when that is his total plan of action, is being the blue canary.

My grandfather worked all his life in the West Virginia coal mines. He would come home in the early morning, the only visible white was in his eyes. Every other part of his exposed skin was as black as the coal he had been mining all night. Eventually, too, his lungs were just as black. In those days, they used canaries in the coal mines to determine if the oxygen level was too low. When the canary dies, time to leave. It was widely held that they used parakeets. Actually, the miners used canaries, rather than parakeets for several reasons. 1. Canaries metabolism makes them very susceptible to methane and carbon monoxide poisoning. 2. They give an audible warning. They sing most of the time, when they stop singing, it is an indication that they are being overcome by the gas. 3. They give a visual warning. When they start to sway and fall from their perch, it is another indication that they are losing their ability to function, due to the poison gas they are breathing.[iv]

So, there is our blue canary. A well-groomed appearance, sharp uniform, shiny badge; he is standing in the open foyer, the most susceptible to the on-slaught of evil. He’ll likely give an audible warning when he is shot first and, visually, others will see him fall from his perch. If a single officer is the only option a church or business can afford, then there must be a plan in place to keep him or her from being the blue canary!

I met a blue canary once, who truly understood he was a blue canary. That was his job. I’d just come out of the Tower of David in the Old City of Jerusalem. Friends of mine wanted to visit a nearby bookstore. I headed for the police station. Outside the station, where the razor wire was strung was a singular, phonebooth style guard post. In it stood a young police officer wearing two sidearms, a bandoleer full of ammunition and an automatic rifle. We spoke for a bit and he learned I was a retired police officer from the U.S. He recognized, somehow, I was a Christian and, discreetly showing me a crucifix under his vest; told me that he was a Christian, too. He then admitted that, for whatever reason, his youth or his faith, he was there as a blue canary. When things hit the fan and he was overwhelmed by attackers, those inside the barricaded walls and bullet proof glass would know there was trouble. So stands our stoic ‘Church Security Officer’ ready to defend; but, having no offensive plan whatsoever. That must change. Again, if the only affordable option is a single security officer, the church or business would be better off having him monitoring a security video system. It isn’t the best option, but it is better than having an officer sacrificing themselves as a target. Plans can be put in place using volunteers and team strategies to make it possible to view the security monitors and keep your security officer moving.

Israel has a couple of steps up on the U.S. when it comes to security, such as we need for houses of worship, regardless of faith. The principle is an offensive plan to their defense. The evil must never get close enough to do harm. It must be, and can be, stopped before it ever enters the narthex or the foyer, or coffee shop, or youth center. Certainly, it’s warmer inside, especially in February in Ohio; but evil is going to come inside from the outside. Don’t you think we should be there to meet it?

Roving patrols in parking lots have merit and challenges. The merit is they can be the first to see the evil before it enters. If they are looking, truly looking and not sitting in a corner of the lot checking their cellphones. They are visible, so there can be the possibility that evil never attempts to enter. It comes by, sees proactive ARMED security and goes off to find weaker prey. Being visible, though, it can also be circumvented. That is why there must NEVER be just one ring of security, but multiple, over-lapping rings.

The second ring, which is an over-lapping one, is the video monitoring system. Cameras, OUTSIDE, pointing in varying directions watching for evil to come within reach. Lots of churches have video cameras. That’s great. Some are also recording. That’s good, too. Most are not being manned. That is a mistake. What you have, if you have a recording video system not being monitored, is something the police will try to look at AFTER the carnage, bloodshed and death left by evil as it disperses back to the place from which it came. I believe evil comes and goes. It may arrive inside a demented mind of someone battling demons of their own; but should that person succumb to wounds on the scene, the evil within slips silently out, looking for its next victim. In 1 Peter, the Bible says, “Be alert and of sober mind. Your enemy the devil prowls around like a roaring lion looking for someone to devour.”[v] The, be alert and of sober mind, that’s an offensive strategy for your best defense.

If you think, when you take your shift as a DEFENDER, you are only going to battle against the punks of the neighborhoods within which you work, remember Paul’s admonition to the Christians in Ephesus. “For our struggle is not against flesh and blood, but against the rulers, against the authorities, against the powers of this dark world and against the spiritual forces of evil in the heavenly realms.”[vi] If you are planning a great offensive strategy, it’s a must to begin and end with prayer.

A Road in the Desert

The route of Abraham’s travels in ancient times would have been nearly identical to the traders’ route that those who purchased Joseph would take to Egypt and later Joseph’s brothers and family would eventually take to Cairo. Centuries later, Joseph, step-father of Jesus, would take the same route when fleeing Herod in Jerusalem.

Joseph, the great-grandson of Abraham was taken to Egypt and lived there around 2900 BC. (The Exodus under Moses took place about 2450 BC and King David ruled in Jerusalem 1003 to 970 BC)

Archaeologists believe that a massive volcanic eruption followed by a tsunami of epic proportions wiped out the coastal cities of Sinai in 1500 BC. This would have been during the years of the Judges before the reign of King David. A city in the location of Bir al-Abed during the travels of Joseph and his family would have been destroyed and then, perhaps, rebuilt by the time that Joseph, Mary’s husband would have brought the Messiah to Egypt in the 1st Century AD.

In the 7th Century A.D., Islam began to grow in the areas of Mecca and Medina in the area today known as Saudi Arabia. In the years following Mohammad, Islam spread west along the northern shores of Africa in a bloody campaign by those loyal to Mohammad.

On Friday November 24, 2017 Terrorists attacked the Al Rawda Mosque in Bir al-Abed in northern Sinai. Though not yet claimed, as of this writing, likely the local Islamic State of ISIS is responsible for the attack that killed 235 with more than 100 wounded. Sources claim “it was the worst terrorist attack on civilians in modern Egyptian history. It was well-planned, highly coordinated and aimed at slaughtering as many people as possible.”

Al Rawda (also spelled in some sources, Al Rouda) is a Sufi mosque, a branch of Islam known for its mystic ways that involve chanting and enchantments meant to draw worshippers closer to a spiritual awareness. Many of the worshippers in Bir al-Abed are workers in a local salt mine.

Egyptian President Abdel-Fattah el-Sissi vowed that the attack “will not go unpunished” and that Egypt would persevere with its war on terrorism. But he did not specify what new steps might be taken. U.S. President Trump took to his Twitter account and called the crisis a horrible and cowardly terrorist attack on innocent and defenseless worshippers. The world cannot tolerate terrorism” he said on Twitter, “we must defeat them militarily and discredit the extremist ideology that forms the basis of their existence!”

According to sources, the terrorists approached the mosque in four off-road vehicles with at least a dozen terrorists entering the mosque where hundreds were gathered. Very likely they approached the city along highway 40, the same road that had carried travelers and tradesmen and in the centuries before the destruction by a massive volcano and tsunami may have carried the 17-year-old prisoner Joseph who would one-day rule Egypt and generations before that the caravan of his great-grandfather Abraham. That same road carried the body of Joseph’s father, Jacob, back to the Promised Land in a great procession, where he would be buried. Jacob’s directions for his burial are recorded in Genesis 49:30-32.

“…in the cave that is in the field of Machpelah, which is before Mamre, in the land of Canaan, which Abraham bought along with the field from Ephron the Hittite for a burial site. “There they buried Abraham and his wife Sarah, there they buried Isaac and his wife Rebekah, and there I buried Leah – the field and the cave that is in it, purchased from the sons of Heth.”

Over four-hundred years later, when Moses was bringing the nation of Israel, now millions strong back to the Promised Land they would be carrying the bones of Joseph only for another Joseph to travel that way again to bring his wife and toddler step-son, baby Jesus, the Messiah to Egypt for safety.
Jesus Christ, by this time a young boy, after the death of Herod, would have passed along this same area again, returning to Israel perhaps even staying the night in a town on or near the site of Bir al-Abed.

On this Friday in November, just a few weeks before the Christian world celebrates the nativity of our Savior Jesus Christ, terrorists used the this non-descript road in the desert to bring about carnage, bloodshed, tears, pain and death.

They were firing rocket propelled grenades and firing indiscriminately into the crowd. One boy of 14 who had shrapnel and a bullet wound described the carnage. He said “I saw many people on the floor, many dead. I don’t think anyone survived,” he said at a hospital in the Suez Canal city of Ismailia, where around 40 of the wounded were taken, including many children.

The Egyptian army has been battling ISIS-linked militant Islamists in the Sinai four years with limited success. But if the world knows little about this fierce ongoing struggle, that is no accident. The Egyptian government has imposed an almost total media blackout on its efforts to repress what is becoming a deeply embedded insurgency

Egyptian president al-Sisi claimed that “the attack would only “add to our insistence” on combatting extremists. Addressing the nation later on television, he said Egypt is waging a battle against militancy on behalf of the rest of the world, a declaration he has often made in seeking international support for the fight.”

Egyptian president Abdul Fattah al-Sisi went on Egyptian television Friday evening to declare three days of mourning and denounce the attack, which he called the work of cowards. He vowed to respond with air strikes and “brutal force.”

But the use of such brutal force, which critics say is also indiscriminate, has created greater resentment among Sinai residents. It has also radicalized the local population and generated new recruits for the terrorists – even as most Egyptians reacted with shock and outrage to the assault on a holy mosque during the Muslim day of prayer, a rarity in the deeply religious country.

While no group immediately claimed credit for the attack on the Al Rawda mosque in the town of Bir al-Abed in northern Sinai, the culprits were almost surely the local branch of ISIS, also known as the Islamic State.

It is just a road in the desert, probably the current-day road is one with a heritage that is as old as civilization itself. It has witnessed the dawn of mankind’s growth as a people of the One Creator God, the historic events that took place across it and it witnessed the sons of Abraham trying to survive horrific draught and famine. It witnessed the funeral processions of patriarchs of the Christian faith and the escape and return of the Messiah from Israel to Egypt and the fulfillment of prophecy, “Out of Egypt I have called my Son.”

This map shows that simple road. Notice the red color, the subscript of the source just says, “Travel Not Recommended.” So, when one wants to plot their travel from Cairo to Tel Aviv or Jerusalem, there is a bit of a side-trip. That side trip is shown in the next map.5

You will notice a red line and a blue one. One is the distance to go directly from Cairo to Tel Aviv. The direct route is 395 km and if you travel at 85 km/h it will take you just under 5 hours, depending, of course on how well you swim; so you may want to add some time if you choose to stay on dry land. Because of the violence, however, you will likely have to take the more circuitous route which will take you 9 hours to travel the 756 km. Sounds like the same kind of problem Moses had getting to Israel from Egypt!
There could be close to 300 people dead, men, mostly salt mine workers, women and children all who practice a strange cult version of Islam dead for no other reason than a group of another cult find their worship untenable.

The terrorist lives to strike fear into the hearts of those who just want to live out their lives in relative peace. When Christ returns there will be a time of tribulation on the earth with its purpose to bring back to the faith those who have run away from God, chasing false teachings and empty promises of peace. The violence earlier today was there just for the sake of indulging in terror.

God save us from ourselves and walk beside us along a little-known road in the desert.

 

PALM SUNDAY BLASTS SHOW ISIS EVIL

These evil acts have no justification but serve to highlight how evil ISIS is and the unholiness of whatever God they claim to follow.

Two separate bomb blasts killed dozens this Palm Sunday morning in Egypt. Among the killed are three police officers who prevented one suicide bomber from making his way inside the cathedral. The bombings of the Coptic Christian churches in Tana just north of Cairo and in Alexandria  were claimed by ISIS as acts of terrorism focused on disrupting the holy days of the church.

These vicious attacks have no justification but serve to highlight how evil ISIS is and the unholiness of whatever god they claim to follow. Believers in Christ across the world should prayerfully support the survivors of these horrific acts and petition authorities to take whatever measures are necessary to stop ISIS from further attacks.

2017, Pres. Trump, and Full Moats

If the first three weeks since the election are any barometer, the next four-year term of President-elect Trump will be filled with drama. Quality intelligence evaluation and contingency planning are not about drama but, as Sgt. Joe Friday, was known to say: Just the facts.

That is a simple enough statement about intel gathering and dissemination of information that may forestall the next major attempted attack on U.S. interests either at home or abroad. However, it belies the subtle art that is involved in not only reading the intelligence as it is gathered; but, in reading into its context. The message is often more than the sum of the translation. It includes a telltale hint of the motivation behind the dissemination of such information. That motivation will direct the seasoned analyst to dig beyond the face page and into the mind of the author of the text.

Recently, good intel was received that ISIS related malefactors had plans to rent U-Haul type trucks to obliterate crowds at Thanksgiving Day parades and festivities. SCI alerted local and the national offices to the intel. Later, a threat came against the Macy’s Thanksgiving Day Parade. As anyone who watched the parade could attest, whatever might have been attempted was thwarted at some level by those prepared to take on the task.

In Dr. Riggs’ upcoming book, Stretching the Thin Blue Line: Policing America in Times of Heightened Threat there is a call to arms for local citizens to first strengthen their homes, their castles – to make sure that the moat is full and the drawbridge is up. That doesn’t mean that the knights stay inside and await the attack. Rather, they have taken every measure to make certain their family is on a firm foundation in their faith, in their love for one another and in their physical and mental preparedness to meet the enemy at the gate. Once they have made certain their homes are secure, they prepare themselves to meet the enemy ahead of the enemy’s schedule and to help the local law enforcement authorities to do whatever it takes to keep their piece of America safe for themselves and for their posterity.bodiamcastle_cam2_021b

A quote from the book goes like this: “The enemy is on our doorstep. You can hunker down in the house, run out the back door to try to escape, or you can open that front door and send the enemy to meet the Judge. It is time to stop being afraid.”

This book is a call to arms and a call to re-kindle the faith of our fathers who forged the United States of America on the fires of battle against an enemy that was within their land as they held to their faith in God to bring about a peace with honor when the enemy was vanquished and not before. It Ain’t Easy Bein’ Green

The initial video training is just enough information to be dangerous, at least in this author’s opinion.

kermit-3 In about 1972, Jim Raposo wrote a song made popular by Jim Henson singing as Kermit the Frog, ‘It Ain’t Easy Bein’ Green’ and such words were never more true than in the world today for some who consult with international organizations and are painting whole countries green! Kermit, apparently has begun to understand the dangerous times in which we live. It is a shame that some of these consultants are not as kermit-2well aware. When I say it’s a shame, I mean shame in the most Asian culture seriousness of the word. Perhaps an allusion to another time in our country when being green was a euphemism for being a novice, inexperienced and in capable of functioning on their own, particularly in dangerous situations, is the best way to understand the color.  

I enjoy allusions to cinema and when those illustrations also include John Wayne, so much the better! In El Dorado, John Wayne plays Cole Thornton, a gun hand who refuses to go against his old friend who is the sheriff in the middle of a range war. Instead, he comes to his aid. The sheriff, J.P. Harrah, gets very irritated at a new friend of Wayne’s character, named Mississippi (James Caan) and turns toward him, gun drawn. Thornton (Wayne) says, “Now wait a minute J.P., he’s a little green…” el-dorado-1

Like an unripe fruit, he was not ready. In this case, he was not ready to be on his own in a dangerous situation.    

What does this have to do with this consultant advising this international agency on security and using the color green? The plan, apparently, was to review the security needs of every country in the international organization’s wheel house. They would then color code them as to the level of security training necessary. There were four categories, red being the highest risk and requiring the most training, orange, yellow and then green. Thirty-four out of sixty-five areas of responsibility worldwide, 52.3% were rated as GREEN and were considered LOW RISK. The most heinous part is that the LOW RISK countries required NO TRAINING. Some extremely basic 3 hour introductory videos are shown to everyone but beyond that – No Training!

Low risk countries included all of Europe; including Germany, France, and Spain and we all know how safe those places are today. Ukraine, recently invaded by Russia with war still prevalent in the eastern cities only rates a YELLOW – two days of training!

Although Eastern and Western Mindanao were considered separately, the Philippines was listed as GREEN, no training needed. Western Mindanao is RED and Eastern Mindanao is only YELLOW – requiring just 2 days of training! I could continue; but, you can imagine that if over 50 percent of an organization’s countries, or areas of responsibility, require no supplemental training at all, what is the level of situational awareness of the people working in those countries?

Let’s take a further look at Mindanao. The company divides it into Western and Eastern as we described earlier. Those were the names used before the emancipation. The correct name for Western Mindanao is the Zamboanga Peninsula. Remember, it is shown as RED and the remainder of Mindanao or what was labeled as Eastern is YELLOW – requiring only two  days of training so near to one of the most hateful bunch of Al Qaeda factions out there. Now, realize that all of Mindanao is only 37, 654 square miles. That is less than the State of Ohio which is 44, 825 and can be traversed easily in a few hours. The Zamboanga Peninsula is only 572.74 square miles, which is comparable in size to New York CITY which is 468.90 without its suburbs! So, here I am in Ohio saying that in NE Ohio I’m okay, only a yellow; but, if I travel a few hours to near Cincinnati, bang- I’m in red territory.

Let’s jump off the island of Mindanao and consider the rest of the Philippines which is GREEN – no additional training needed. Manila, the capital city is about as far away from Mindanao as you can get and still be on the archipelago.  By air it is only 561 miles to Manila from Mindanao and 1040 miles by land and boat. Forty two hours travel in the latter and only 59 minutes in the former. Plus, the airfare currently is only $91 one way. Employees of this company living in Manila are GREEN and require no additional training while they are only $91 and 59 minutes from some of the worst Al Qaeda terrorists in the world.

The United States is listed as GREEN yet shootings, stabbings, kidnappings are on the news almost every night. Should not every American have some understanding of how to be situationally aware enough to protect themselves? Apparently the employees of this organization do not require it. The initial video training is just enough information to be dangerous, at least in this author’s opinion.

No doubt, those involved in this organization went about their task in good faith and put a great deal of stock into what they were being told. I would really like to know what kind of a grid was used to determine the levels of risk.  I would also like to know how, any group responsible for the lives of their employees, and, due to their diverse spread across the world, their employees’ spouses and their children, can consider any of them to not require any real training.

Sadly, if I were to hazard a guess… a deciding factor was cost. To the organization’s credit, they weren’t specifically trying to save themselves money because the brunt of the cost of the training would be born by the employees themselves. That is the way this company is structured. You could say, that a company that was bearing its responsibility correctly, (or  I believe the argument could be made to carry their responsibility morally), should be providing the training at no cost to the employee; but that is not the way it is currently for most of these contract-type employees. 

Over fifty percent of this organization’s area (and probably an even much higher percentage of their actual employees and families) are living in GREEN areas. Very seldom in writing is there an opportunity to use this word, so here goes, I am flabbergasted!

If you could see me right now you might think you were intoxicated or had a head injury because you might just see two of me… because I am simply beside myself on this one!

I truly believe that the organization involved here is attempting to do their very best; but, internally they have almost no expertise by which to filter what they are being told by outside consultants. I have no idea the credentialing of these consultants. Maybe, in many areas they are considered experts. However, it is this one person’s seasoned opinion that they are very wrong in the way they are directing this organization.  I urge any group that decides to depend solely on the opinions of someone or some group from outside their own agency on how best to protect their own people to use the very utmost of caution.

One last movie analogy, in the Indiana Jones movie, The Last Crusade, the malefactor must decide which chalice he believes to be the cup of Christ. If he picks the right one, he receives immortality, the wrong one brings death. As the Nazis villain decays into a pile of dust, the ancient crusader left to guard the cup says very simply, “He chose poorly.”crusader

 

 

Murder of the Masses

Chemical warfare whether by mustard gas disseminated by explosive ordnance or small pox virus spread by infected blankets given to unsuspecting Indians are both as deadly.

That ISIS has been confirmed to have used and is continuing to use chemical weapons is not particularly surprising news. That it was just admitted before the Senate Armed Services Committee by the U.S.’s top intelligence official, James Clapper, Director of National Intelligence in his report on the growth of ISIS and that he did not specify when nor where the attacks occurred is also not surprising. Particularly since Syrian forces have used chemical weapons against the opposition on multiple occasions, it is perhaps something we should be expecting. ISIL (another acronym for ISIS only identifying those living within the Levant) has used toxic chemicals in Iraq and Syria, including the blister agent Sulfur mustard, according to Mr. Clapper.

Last summer there was documentation by FoxNews of Kurds in northern Iraq being the test subjects for ISIS experimentation with chemical weapons. They suffered burns and blistering on the skin. The weapon was odorless and colorless while being absorbed through the skin. A silent killer who stalks its prey while remaining totally invisible.

Damascus has been using chemical weapons against the Syrian opposition and on civilians even though it had agreed two years ago to reduce its stockpile.  Below is a photo of Syrian refugees in Damascus. In such an environment, there is no protection from an attack by an invisible weapon.

 

According to Mr. Clapper, the recent use by ISIS of chemical weapons is the worst since the Sarin gas attacks on the Tokyo subway which killed 12, severely injured 50 and left some 1,000 people with temporary vision impairment in March of 1995.

As horrendous as such reports are, we must remember King Solomon’s instruction that there is nothing new under the sun. Pictured below is an artist’s rendering of a massacre of the Seneca Indians by British forces during the French and Indian Wars (1754-1763). The massacre was ordered by British General Lord Jeffery Amherst. He instructed his Lieutenant Grimble to destroy their huts and plantations, putting to death any of that Nation that may fall into your hands.

General Lord Amherst described the Seneca Indians as “the vilest race of beings that ever infested the earth and whose riddance from it must be esteemed a meritorious act for the good of mankind.” (The Weekly Standard, February 2016)

What was it about the attack that puts it into the realm of chemical weapons, or better described as germ warfare? General Amherst ordered that the troops were to take the smallpox infested blankets from the diseased and dying at Fort Pitt and have them distributed among the Indians. Chemical warfare whether by mustard gas disseminated by explosive ordnance or small pox virus spread by infected blankets given to unsuspecting Indians are both just as deadly.

Regardless of Lord Amherst’s depiction of the Seneca tribe, they have a rich and proud heritage. A confederacy of six nations, the Seneca have a democratic form of government that pre-dates the American U.S. Constitution. Seneca Nation

Incredibly, in the town of Amherst, Massachusetts, named after General Lord Jeffrey Amherst is Amherst College that is a private school, opened in 1821 (although the seal shown below denotes 1825 which may have been when it changed from an Academy to a College) with a goal of an education on par with William and Mary College, focused on Christian ministry. Until recently, a laughable caricature costume of General Lord Jeffrey was the school’s mascot. Delving into his actual history, the board has banned any likeness of Lord Jeffrey on campus.

There is no humane war. The death of one’s mortal enemy is not only a requirement for victory if war was not able to be averted.It is the goal of the soldier to, as General Patton put it,  “let the other dumb (expletive) die for his country!” To inflict upon the enemy such a horrific cost in lives, property, and economy is necessary for the successful execution of a war plan. To have rules of engagement does not make war civilized, just civil. The killing by nerve gases, germs or other silent chemicals is outside the bounds of what is acceptable even in war. That also includes the protection of non-combatants whether they be women and children or other refugees. Killing those who are completely defenseless must remain outside the bounds of what is civil.

Three million plus Syrian refugees are flooding Europe and are coming to the U.S. too. On top of those numbers, one can add the Cuban refugees which are hitting US shores in record numbers. Annually, America takes in over 70,000 refugees from around the world and that number is going to increase exponentially. Our system is soon to be overwhelmed and security officials say that the threat of terrorists being among those allowed to enter. Such events place the onus even more firmly upon local governments, communities, businesses and industry and even neighborhoods to combat terrorists and to find them and stop them before they wreak any more havoc upon our nation.

BOMBING at BUDAPEST BANK BEGS ANSWERS

MID-DAY Monday 13 January 2014 – Downtown Budapest, Hungary

An unlikely ‘random’ bomb was apparently thrown in front of a Magyar National Bank (CIB) by a rider on a motorcycle who fled the scene at a high speed. No initial reports of injuries. Questions remain.

This report will examine the implications of the following scenarios for the investigation: the intricate web of Hungarian national government control of banking; Hungary versus the EU in banking regulation conflicts; national banks competing with foreign banks for dominance in Magyar markets and the possibility of a random bomber attempting simply to create mayhem in the city center with the complicated bank issues and investigations as a carefully chosen ruse.

For nationals and those living or visiting Budapest in the short-term, this report offers a new reality based on the introduction of a threat requires personal vigilance and mental preparation.

Should bombings continue – Avoid high risk areas as future events identify those locations.

THE INVESTIGATION

Why? And why CIB? Two primary questions that require context. It follows:

The recent violence in downtown Budapest is so much an anomaly that it would be easy to bypass the mention of it. International media outlets, if they carried the bombing at all, had just a very short blurb between the sports scores and the weather. The major intelligence sources noted it, but in a simple chronology of ‘what’s happening around the world.’ Unfortunately, the news of terrorist attacks in the world has become common place. The media assigns priority to stories based on body counts and when violence, as in Budapest, comes away with no one dead, it goes to the bottom of the news headlines list. Here at SCI we do not work by way of body counts but we focus on areas where our teammates and clients may be working or their families shopping and enjoying life – unaware of the Damoclean threat hanging over them. Such was the case Monday when a suspect, seen fleeing the scene on a motorcycle drove past the CIB bank building in downtown Budapest. SCI sources are working on providing more details on the location of the branch office. (See map)

As recently as February 2012, Hungarian Central Bank was involved in complex political maneuvering regarding the inter-connectedness between the national government and the operation of the bank. The prime minister held the power to dismiss the head of the Data Protection Agency, Judges and to vacate laws that made CIB an ex-officio part of the national government. Government officials wanted, at that time, to require that bank officers take oaths of office and acquiesce to salary caps determined by the government. The appearance of impropriety and the allegations of corruption for some time has led Hungarians to be concerned about the CIB interconnectedness with the national government.

The 2012 political drama was followed by intercession from European officials who saw the Hungarian government’s controlling power over the CIB as a major hurdle for the nation to receive full membership in the EU. In April of 2012, European officials were notified that the Hungarian Economy Ministry had drafted legislation that amended previous laws which the EU believed limited the independence of the CIB to operate within the EU trade markets. Two immediate changes were to eliminate the requirement for a member of the national government to be present for meetings of the bank’s business. The law also eliminated the requirement that minutes of all meetings be copied to a member of the national government. Perhaps the most extensive and politically challenging issue was that the agency was pressed to drop its move for a constitutional amendment that would have permanently  merge the bank with the country’s financial regulator, making the bank an official arm of the national government. These changes were submitted to the European Commission and are under review to determine to what degree these changes will enhance the country’s bid for full membership in the EU.

That returns the discussion back to the two questions: Why? Why CIB? The second question is perhaps the easier of the two to answer. The CIB may have been singled out for the terrorist bombing simply because of its relationship to Hungary’s national government. No other bank in Hungary is entangled with the government as deeply as CIB. International banks and financial institutions of all kinds flocked to Hungary after the Cold War but now operate throughout the city center and beyond with ever-increasing difficulty and financial losses. Many of the international banks and financial institutions are looking for ways out of the financial messes they have encountered while in Hungary. (More on that to follow.)

MNB What does the Hungarian government say about their relationship with the Magyar Nemzeti Bank?  ‘The primary objective of the MNB shall be to achieve and maintain price stability. Without prejudice to its primary objective, the MNB shall support the economic policy of the Government using the monetary policy instruments at its disposal.’ (Stratfor)

“The Magyar Nemzeti Bank” is the Hungary National Bank which is also known as the CIB.

According to the Act CXXXIX of 2013 on behalf of the Magyar Nemzeti Bank (MNB) which went into effect 1 October 2013: The Hungarian Financial Supervisory Authority and the MNB are integrated into one institution. Understanding that, the MNB reports that the European Supervisory and Market Authority has begun work on a reports on market abuse which may take into consideration the intra-relationship between the HFSA and the MNB (CIB).

Some background on the ESMA reveals that: ESMA is an independent EU Authority that was established on 1 January 2011 and works closely with the other European Supervisory Authorities responsible for banking (EBA), and insurance and occupational pensions (EIOPA), and the European Systemic Risk Board (ESRB). Its mission is to enhance the protection of investors and promote stable and well-functioning financial markets in the European Union (EU). As an independent institution, ESMA achieves this aim by building a single rule book for EU financial markets and ensuring its consistent application across the EU. In this current investigation for it s report on abuses, among other issues the ESMA is focused on:

• Indicators and signals of market manipulation;

    • Criteria to establish Accepted Market Practices;

    • Arrangement, systems and procedures to put in place for the purpose of suspicious  transactions and order reporting as well as its content and format;

     • Issues relating to public disclosure of inside information and the conditions for delay;

In a SITREP just issued today, intelligence sources in the United States report that Hungary is trying to gain more control over its banking sector. On Jan. 5, Hungarian media reported that Szechenyi Bank, which is partly controlled by the Hungarian government, has made a bid for the Hungarian branch of Austria’s Raiffeisen Bank. Unconfirmed rumors also suggest that another Austrian bank, Erste Bank AG, could receive a bid from the state. The rumors come as Gyorgy Matolcsy, the head of the Hungarian central bank announced that four major foreign banks could leave Hungary in the next year and a half.

In the coming months, Budapest will continue its efforts to put more foreign-operated banks in Hungarian hands. Rather than expropriating banks directly, the government is more likely to execute its strategy incrementally, pressuring banks to deleverage their assets so that Budapest and local companies can buy them out relatively cheaply. Mostly it will do so with the help of domestic businessmen closely tied to the government. This strategy is just one aspect of a broader evolution in Hungary’s foreign and domestic policies, which increasingly deviate from those of the European Union

Foreign banks account for roughly two-thirds of the Hungarian market, and with the exception of the country’s largest lender in terms of assets – OTP, most of the major banks are foreign-owned.


The European crisis changed this dynamic. From a purely financial perspective, the devaluation of the Hungarian forint created serious problems for foreign banks operating in Hungary. Most of these institutions used to offer loans — most notably, mortgages — denominated in euros or Swiss francs. As people became increasingly incapable of repaying their loans, the Hungarian government passed two series of measures (in 2011 and 2013) that converted some of those loans to forints at a lower exchange rate. Brussels criticized Hungary, but it did not actually punish the government for converting the loans.

Could there be a link between the European based ownership of the majority of Hungarian banks, the expected hostile appropriation of these banks by both the Hungarian government and business resources inside Hungary loyal to the government and the terrorist attack on 13 January 2014?

Is it possible that a non-aligned actor, driven by the mortgage crisis be responsible?

Could it be not financially motivated at all but rather simply a random act of violence which either used the bank/government political crisis as a ruse or it was simply a coincidence that it was in front of CIB?

 

As of this report, no group has claimed responsibility for the bombing.

NEW ORLEANS 7th WARD ERUPTS IN GUNFIRE AT MOTHERS’ DAY PARADE

According to FOX NEWS At least 17 people shot today in the 7th Ward of New Orleans attending a Mothers’ Day Parade celebration. Other news sources report that the victims included 10 men, seven women, a boy and a girl. The children, both 10 years old, were grazed and in good condition.

The detail map below shows the location of the shooters. Multiple shooters from various locations opened fire on the parade in the poor district that has recovered only approximately 60% of its pre-flood population. Many stores, homes and commercials sites remain boarded up.

The Mayor was quoted as saying “These kinds of incidents will not go unanswered. Somebody knows something. The way to stop this violence is for you all to help,”

He went on to ask those who may have information or who have might have phone-recorded some video from the shootings to come forward. The FBI is assisting local police in the shootings.

Oh How the Mighty Have Fallen

National Police Memorial Week – May 15, 2012 –Police Memorial Day

        “O, how the mighty have fallen” – King David cries out, mourning the death of a valiant warrior and   dear friend, Jonathon of the family of Saul. (2 Samuel 1:25) Once again, Americans come together to honor the sacrifices of law enforcement across this great nation. This week around the country and particularly in Washington D.C., near the offices of the U.S. Supreme Court, at the Law Enforcement Officers’ Memorial; officers, family and friends will gather to honor the newest ‘inductees’ into this place of tribute. One-hundred and sixty-two names will be on the roll call for those killed in 2011, the third highest year since 2001 and another nearly 200 names for those from previous years whose information was just recovered.

Since 2001, 1,559 officers have been killed in the line of duty. Out of those fifteen hundred plus who have given up their lives, most were either shot or killed in a car crash. Just eight were killed by terrorist attack. Stack that number eight against the seventy-two that were killed in a matter of hours on 9-11-2001 and you see what a difference those who battle against terrorists are making. But whether it is 72, 8 or 1, to the family of that 1 it is a day that changes the lives of their families forever.

Personally, I feel a great sense of duty to those comrades who have fallen and to their families, to not allow anything to tarnish the memory of their sacrifice. I am extremely grateful for all who wage war against terrorists. I believe it is due to their efforts and divine grace that America has ‘only’ 8 terrorism related officer deaths in the decade since 9-11. (The word ‘only’ is used most preciously.)

As we honor all who have sacrificed, and particularly given the ultimate sacrifice, may we, as Americans, re-commit ourselves to do whatever it takes to keep freedom flying here at home and across the globe, wherever men and women of the U.S. Armed Forces serve. Jesus Christ said, “Greater love has no man than this, than he lay down his life for his friends.” (John 15:13) The Bible makes it clear that seldom will someone give their life for a good man but how blessed it is when someone gives their life, even for a stranger. That is the evidence of reward for those officers in Christ who have given up their own lives on behalf of someone they never knew and an encouragement to officers, every day as they hit their beat. May God protect you, watch over you and your family and may He bless you, as He proclaimed in Matthew 5:9, “Blessed are the peacemakers for they shall be called the children of God.”
